Presenting the arguments for strengthening Britain’s defences, especially with respect to air forces, and applying reforms such as the establishment of a single Ministry of Defence. He is scathing about the way in which the Royal Flying Corps was managed and used during the First World War. The ‘smoke screen’ referred to is that of ‘political sophistry and evasion’, and ‘sectional interest and incompetence’ thrown up by those resisting the need for strengthening British defences.
