Paper covers, but while the front cover is the original blue as issued, the spine and rear cover have been replaced with recent substitutes (white card). This is Government Command Paper 632. It includes illustrations from photographs (British Match Girls, French Match Girls etc) dental charts from young people clearly affected by exposure to lead, diagrams, etc. Condition: The report itself shows some age-darkening of the pages, with rubbing/wear to the edges of the earliest pages, but overall the text block is sound and the pages clean. Fold-out diagrams and coloured diagrams are in very good condition, as are the plates with illustrations from photographs.
